potentially, but it may depend some on the country as well (existing
political policies, public opinion, ...).
for example:
in the US, drugs are a major issue, but queers are allowed;
in Iran, queers are often executed (and fornication can result in public
beating), but drugs are a more minor issue.
in the US, divorce is common;
in the Philipines, it is generally illegal (though, in some cases,
annulment
is allowed, if one can sufficiently justify it to the government, and the
process may take a good number of years).
where I am currently living: drugs, prostitution, and gambling, are
technically illegal (here being a US protectorate), however, the local
government doesn't really bother to enforce them (and they are also fairly
common).
here, fornication is common;
in the Philipines, it is considered a very shameful act.
....
maybe entertainment:
the US has an elaborate system of ratings and rules for media (PG, R, XXX,
....), and to some extent tries to force them (XXX is typically
pay-per-view,
....);
Japan plays **** on open-access network TV, provided they fuzz out the
'details', whereas hentai needs no such fuzzing;
in the PRC, **** is illegal altogether (similar goes for Iran, ...);
....
or religion:
various religions are common and/or illegal in many parts of the world.
PRC: Buddhism is legal, but evangelical Christianity and Islam are illegal
(but, the party does allow certain sanitized/controlled forms);
Iran: both buddhism and christianity are illegal (only Islam is legal);
Philipines: Catholocism is the state religion (non-enforced AFAIK);
